I can't believe I didn't see this before but after looking real close, it does say FFC. You have a FFC (flat face cowl) fenders-- Which was for Canada and some Mexican export trucks. As these didn't have the same cowl configuration as domestic trucks, but everything else on the fender is the same.

So, like the other member said cut off the brackets from your other fenders and mig weld them on and call it good.
