I completely understand your tight budget. Thats exactly why everyone is trying to steer you toward converting to disc even if you don't use a drop spindle now. With a bit of luck and some quality searching you should be able to buy 73-87 parts for the same or less than you will invest in your drum brake rebuild.
We aren't trying to be unkind, but most of us have had this drum brake conversation many times. If your drum brakes need much more than the shoes replaced, your better off investing in an updated system.
