If it's already 2.5 in the front with a static drop, there aren't many "cheap" options, but it depends on what you consider cheap. I would go with drop spindles, but that requires converting the front to discs if it is still drums.
You could go with manual fill bags for about $200 for everything, that's pretty cheap.
