First off, check to see if voltage is getting to the solenoid from the ignition switch. If it is, the problem is in thestarter or the way it is mounted.

As for mounting a starter, each and every starter has to be shimmed or not as they are different than the one before it. I use a big paperclip, which is about the right thickness as the right wire gauge to mount mine. I work the shims until I get the starter drive gear to engage into the flywheel with the wire gauge thickness of the paperclip between the teeth. I take the solenoid off an manually push the drive gear into the flywheel to get the engagement measurements.
