I snagged one off an old VW Jetta at a wrecking yard for one of my projects. It cost me next to nothing. It is an inline valve that uses a cable to open and close. I hooked it up to a pull lever that looks like a floor vent lever. Heater cores are like brass or copper or what not. don't worry about rust. If it is rust sediment buildup from the iron engine you are concerned with, perhaps it is time to clean and flush your cooling system, maybe?
