Outside of what 55metalmonkey pointed out I'd say that the engine is sitting at that angle because of the stepped frame and the fact that they used the stock mounts that came with the stub rather than building shorter mounts or shortening those mounts to get the carb level.
You didn't say what the asking price is and it isn't any of the rest of our business but if it were me the truck would have to be priced in the running project level of pricing rather than finished truck level. You would have to look at it with the concept that you were going to pull it down and make it right when you put it back together and sometimes that can be harder than starting from scratch with a decent stock bodied truck and doing it yourself.
It does look like there is plenty of room to lower the front of the engine down to level the carb and the rest of the things that were pointed out earlier are just things that need to be corrected.
