It appears to be at an Auto Body or Auto Repair shop. My guess is that this is a project that is over the truck owner's head. Don't be the next one. Take photos and give us a good description and we can give you feedback.

Check out the normal rust areas, rockers, cab corners, cab supports, etc. Check around the windshield real well for rust. Check the lower interior kickpanels for rust. Start it up and see how it runs. Drive it if possible.

Why does it need to be delivered? It doesn't run? Not tagged? What's the deal there?
