Onless your engine is getting worn, the tune up should help.
Taking a spray bottle of water and spraying a small steady stream into the carb with it running at about 1200 - 1500 RPM can help to knock some carbon deposits off of the combustion chaimbers, pouring small amounts of tranny fluid into the carb the same way can do it too, but personally i feel better with the water.
Make sure your timing is dead on, and replace your PVC valve too (I think 69s had them)
If the inspector says something about cats, then you need to find his boss and let him know that the guy needs trained properly. There are very few emmisions things installed on a 69 car, and even less on a 69 p/u.
