Yes, they would still rust it would just take longer. A lot of the problem with driven vehicles around here is that a lot of the county roads are gravel. The dust gets into everywhere, then when you wash it or drive it in the rain the dust gets soaked with water and takes forever to dry out. Since it takes so long to dry out it creates rust inside the panels.
