The 6's will require slightly more air pressure to achieve similar heights compared to a 7.
If you achieved your desired ride height @ 25psi using the 7" bag, it might not have enough air pressure to support the weight &/or offer the best ride (the ride might be 'bouncy'). Swap the 6" bag in place, it will require more air psi to achieve that same desired ride height (lets say 35psi). Now you have the same overall ride height, but w/slightly greater air pressure in the bag, the ride is improved & smooth because the greater air pressure increases the 'spring rate'.
This can also work in the opposite direction.... if there's too harsh of a ride using the 6" bag because you have to utilize greater operating pressures, the 7" bag could achieve the same height while using less pressure.
Another possibility is the amount of space available.
