My bad Andy, I was mixing things up. It was not the license plate fees, the
sales tax was based upon a "book value" rather than the price that you actually paid. It was in the early 80's, but it didn't last long. People were really mad about it. I don't remember how it was resolved though? maybe some kind of vote?
I tought they did the registration fees like that in Florida though? Maybe to make up for the lack of state income tax?
