OK.....if you fix your power supply to your distributer....that'll maybe fix your voltage drain.....dead batt.
14 volts is correct from the alt.
The fuel pump might be liking the good power it's getting and may be performing like it should. 10 psi should be ok for most carbs.

That might be it....try that stuff and let us know.
