Poor or no ground is typical with fuel gauges, looks like you found your problem.

It's up to you if you want a new tank. Etch this one, apply a coating and re-use it if that's the worst of it.

Yes your friend is an idiot. Pressure wash, etch and paint the outside. I recommend engine enamel, it will always stay clean and won't rust, ever. Same for the shield.
