That doesn't look too bad. Is there any rust-through? Looks like you could just give it a nice sanding and rattle can it hammertone. I would. I'd prolly clear it too, but not sure if I'd use gloss or a semi gloss. I mean, you want your heater to look nice but do you really want to call attention to it?
