That is your speedo cable. There is an o-ring/seal in their I believe that needs to be replaced. I had a '68 Buick with a TH400 that always pissed fluid out of that same spot whenever it was parked. I ended up just buying a whole tranny rebuild kit, but I am sure that you could probably just get that seal.
