Yes, the torque converter should be built for the application. Here is what I complete each time I order a new torque converter...other converter builders have have worksheets similar that customers complete, including attaching dyno results. http://mikestransmission.com/catalogdatasheet.html
Having a high stall converter doesn't mean the car will not move under the rated stall RPM...I run an 8-inch, ~6200 RPM stall converter, and run a transbrake to launch my car at my engine's optimum torque band addressing all of the other details in the worksheet. And, yes, I am going through the traps at around 7900 RPM.
