I like this explanation better... I was going to stop by the SMOG place that helped me tune my carb to pass SMOG last time. They should be able to corroborate the information. I will also go to the DMV Smog Lab and talk to someone in person before I do anything rash. It would be nice to avoid the extra cost and hassle of the additional SMOG equipment.
