The gov-loc in the 14-bolt is a completely different animal than the one in the 8.5" gov bomb. If it's a gov-loc, it will unlock before you get a lot of wheel speed, they're not designed to lock 'em both up all the time, just with different wheel speeds and only to a certain axle speed. After that, the counterweight swings out and unlocks it. That's why they suck for racing. I think that's what you have. An open diff will spin 'em both at times, but the road needs to be slick/wet.
Get the last 8 digits of your VIN, a parts counter guy at your local Chevy dealership should be able to look it up and tell you.
