Those driver brackets look like the ones in my Panel.I can't see the pass ones well enough to tell but Panel Passenger seats were mounted with a bracket that had a pull pin in the rear to allow them to tilt the back and then flip forward.The front pass brackets were a hinged style to allow the flip.The back had a wingnut to allow it to tilt forward.

Just as a side note,the pass seat in the Panels is listed as an option,but every one I have ever seen had one in it and was listed on the SPID.
