Tim, the modulator line doesnt control wether or not, or how well the clutches are engaged, it uses vac pressure to work against governor pressure to tell the trans when to shift. this has nothing to do with engaging the gear, just tells it when to change gears. i'd put my money on either worn out clutches or a southbound pump.
