Years ago when I sold mag type wheels I ran across this once or twice.
It ended up that the studs were not fully pressed into the rotors from the back and were slightly off center. We would put a spacer on each stud then the nut and torque the nut right up to max torque allowed and that properly seated the studs.
Its along shot but it may be the case.
