I think I need to make a nuance on your post.

I am from the Netherlands, but I think the police will handle it the same over in the USA.

Putting HID bulbs in Halogen Headlight: YES, you blind oncoming traffic and probably be pulled over by the police. Check out my output pictures with Halogen versus HID bulbs in my regular AUTOPAL clear headlights:


see the problem with HID bulbs in regular halogen headlights is that they produce glare, because the headlights werent desidnged to handle this great amount of light.

NOW on with the HID xenon projector:
there are a couple of very important rules to follow here in the Netherlands (Europe) when you go for yearly inspection for you lights:
1. clear line between dark (above) and light (below) in the output pattern
2. output should drop 5-10cm per 100cm
3. output is allowed to have a slight upward slope on the right side of the output (LHD).

and now check out the output pattern of my projector retrofitted headlights:


these projectors "Motimoto Mini H1" are better then a lot of factory xenon projector that some manufacturers sell. That is why TRS (The Retrofit Source) is selling so many of them. About 95% of their sales is to people that want to improve their factory low quality headlights, that already came with hid projectors, but had crappy output.

I bet the Police will watch for exactly the same three points when looking for correct lighting of a car in the USA.

Otherwise...shoot Matt from TRS an email. He will know for sure to what rules you need to apply.

I just passed my yearly inspection and didnt get one remark about my headlights. they were just fine.
