perhaps check and see what your fuel pressure is, maybe a faulty pump.

I would still suspect the new filter in a truck that hasnt been on the road in a while. tank rust will fill up a filter in minutes. then when you shut the truck off the rust falls away and opens the filter up again, till it runs for a few more minutes and the suction pulls it up again.

take it loose and shake out the inlet.
