Not sure what you mean by "built into", but every one I've ever seen has been a small red plastic stalk, about 3/4 of an inch long, all by itself.

Do you mean it's built into the turnsignal stalk? If so, never seen that before (but I haven't seen all years, I suppose). I know if you hold mine half way in you can make one signal light come on, and a little further they'll both light up but not flash.

So... have you eliminated it as a source of the problem somehow?
