It's part of the old style road draft tube. That's the baffle part. If you follow it it comes out beside your distributor. Original motors had a road draft tube attached to the hole beside the distributor. The tube ran down behind the motor. It was the original way to get the fumes out of your motor until the modern pcv system came along.
If you're gonna use a pcv on your valve cover then remove the canister and plug the hole beside the distributor. There's a threaded bolt hole inside that makes it easy to build a cap and seal it.
