I think it's true that back then ANY vehicle delivered to CA had extra emissions equipment, regardless of where it was built. The law didn't state HOW to meet the requirement, but AIR was the most common way. It seems backwards that AIR would be considered standard, and they would "remove" it from 90% of the vehicles.
So... I'm still not sure what Z20 Engine Conversion refers to. Comparing SPIDs the exact verbage for the same RPO is sometimes different from Plant to Plant and Year to Year. Was Z20 a Fremont-only option? This is gonna need more examples to figure out.
