I believe it is just a plug with a bit of RTV around it.

Take a flat blade, and drive it into the offending plug. Twist, and pry out. Clean up with brake clean. Apply a generous amount of RTV, and pop in the new plug.

I think a 9mm shell casing can be used if you have one of those around.
