most city codes allow parking on the side yard or rear, sometimes require approved (gravel) surface or behind a fence. There are ways to meet their requirements and continue to have fun. what defines an inoperable vehicle? For your neighbor, remember every home has a code violation some are just more obvious.
i have a 69 gmc that i have to hide in my garage to set the standard but the city prius sits out side :-)
