In my experience you have one chance to take those carriage bolts off without striping that square shoulder of the carriage bolt or rounding the square hole of the bumper.

I quickly heat the nut. With a helper putting pressure on the head of the carriage bolt with what ever is handy ie: hammer head or a 2x4
I gently back the nut off.

If it does spin? Your left to have to burn them off
