You really have two problems here...
The leaking tube and wanting improved braking.
Do you have the stock 12-bolt rear end? Mine leaked at the tube/housing also...
Since you need to replace the axle due to the leak I would look for another 12-bolt from the same era truck. They do make disc brake kits for the 12 bolt in both 5x5.5 and 6x5.5 bolt patterns if you still wanted to change over. You'll need a new proportioning valve too. Might as well throw a Posi at it too if you're building up the axle.
That should increase stopping power some but as stated before improving the fronts, doing the 1-ton booster swap, or going hydro will be a bigger bang for you buck. Also you could swap over to braided lines if you're still running rubber. That could improve pedal feel and stopping some.
Alternatives to the 12-bolt? Ford 9" would likely be your next candidate - out of what? I have no idea.
Lots of options - just depends on what you want and what you want to spend.
