It would have never been an issue if you had paid the $10 non op fee from the start. I have a 69 CJ-5 that I non opped 13 years ago. I get a renewal notice every year asking if I want to renew the registration. If I do, it's $36. If not, I pay nothing. California laws are no big deal if you are responsible and do what you are supposed to do. I can't tell you how many trucks I have bought DIRT cheap and parted out because folks don't non op them. All it takes is $10 and no headaches.
