Power steering fluid has additional additives to aid in seal life, is less prone to aeriation and overall is more designed for the cicrumstances to which it operates. ATF is suitable in a pinch but as a rule of thumb, avoided in power steering systems. Try jacking the front end up and moving the wheels lock to lock multiple times with the reservoir full. Do not turn the steering wheel to accomplish the movement of lock to lock. Grab one of the front wheels and physically muscle it lock to lock. This relieves pressure on the control valve and will aid in removal of and trapped air....
