If it's in the column you'll have to pull the turnsignal switch assembly off far enough to reach the wires.
You should be able to carefully release the terminal from the harmonica connector, slip the WHITE wire up and out of the column with a string tied to it and slip a piece of heatshrink over the wire or paint on several layers of liquid electrical tape to cover the damaged PVC insulation Then pull it back in using the string, and latch the terminal back into the harmonica.
It's not as bad as it sounds just time consuming and fussy.
