If the wiring is too far gone... The GM-AC-Delco turnsignal switch part # for your 1980 Tilt Column is 1997985. You can buy that AC Delco switch, brand new, on Amazon for $20.

Make sure the plastic wiring protector is in place and the wires are running along it instead of rubbing on the internals of the column.
Automatic protector is GM # 7828270
Manual protector is GM #7817247
