Seems to me that all you'll do by making this offer is prove to the seller you're desperate for the truck and DO have the ability upon your previous $1,000 offer.

I'm not trying to be negative, I'm just saying you're acting like the guy wants to sell it to you. He likely could not care less WHO buys it as long as he gets the $3000 (or more!) he wants for it.
