Thing is, if you give it a coat of primer then you can top coat it whenever you want with whatever you want. If you rattle can it just make sure you get a good even coat on it.

You would have to check on the POR-15 web site to make sure, but I'm not sure you can if it has been on that long because it would be fully cured... If you check let us know what you find out.
