Here's a picture of how my 69 came from the factory. I know for sure. The holes were in the locations as cdowns states above, but prior to 71 there was no oil fill tube and, at least mine, came with the screw-in cap. It's a bear to get to to fill without a long funnel.
For the record, mine is a 69 CST/20 with 350, A/C and TH400. No emissions except the breather and PCV valve. It was built in Fremont in Dec., 1968, and sold new to me by a now defunct Chevy dealer in Yorba Linda, CA.
