Good job getting your truck out of jail, and working on it yourself.

The best thing to do, is to disconnect the wire from the horn in the engine bay. Then, remove the steering wheel with a puller, and inspect the various parts. There are quite a few intricate parts to the horn, the signal cancel, etc. something probably broke or was not assembled correctly. As you're sorting it out, you'll hear a buzz here and there. That would be your horn honking if it were connected in the engine bay. This way, you can test your assembly without honking the horn constantly. Make sure you save what parts you do have that are good. They don't make 67/68 horn button parts anymore. You'll need to find them in eBay, the forum, junk yard, etc. if something is broken. It could have just not been installed correctly though.
