I have many gripes with the insurance industry, but a rate based upon location is not one of them. Obviously, if you live in a densely populated area with a high crime rate, you are going to pay more than if you live out in the middle of nowhere. Your particular formula (similar to mine) is simply based on a ratio of BPM (Bozos per million).
