The primers that people use are usually not clear coated. Some use the epoxy primer which, from what I understand is fairly weather resistant.

Others use a flattening agent in the clear over a regular coat of paint, whether it be base coat or regular automotive paints.

The Blitz Black guys use has no clear coat as it doesn't need one.
