You can try getting stainless steel mirror arms, the metal is denser and may stop them from vibrating so badly.
Out of curiosity are there rubber gaskets installed between the door and mirror arm base?
I think he installed the bumper brackets upside down which is a consequence of having them on the wrong side, just switch them around, left to the right and right to the left.
