Steering Wheel - Turn Signal - Horn

I pulled the steering wheel off of my 66 C10 t o try to fix the turn signal and when I did two thin brass washers fell out of the back. One is smaller in diameter than the other and both have bent tabs along the outside diameter. The service manual shows no details of this assembly.

My question is does the smaller diameter washer sit closer to the steering wheel and do the tabs face toward the steering wheel when assembled or is it the other way around?

Does any one have a diagram or clear picture of how this is all supped to go back together?


My second question:
The previous owner converted the truck to floor shift and removed the shift lever. Currently the ring that houses the turn signal will freely spin around when you activate the signal. This forces me to manually turn off the signal and to hold the ring’s outside diameter as I flip the turn signal. So I need to figure a way to keep it in place.


Anyone have any smart ideas of how to keep this assembly in place?
