Most primers (other than epoxy) do not seal off the surface, and rust will start forming almost like on bare metal in a humid environment. You need to either use a semi-gloss paint or a type that can blend with a flattening agent. If you're looking for something inexpensive any of the tractor enamels can be shot from dead flat to semi-gloss depending on which thinner and mixing ratio you use.

Flattened urethanes seem to be much more difficult to apply and have them come out with an even, uniform reduced gloss level overall. And the cost is dramatically more expensive, especially if it has to be done over one or more times to get it right.
