Check the Pink wire at the #7 coil for Ignition hot, Check the Black wire for a good ground, The Brown wire is the Low Reference wire for the PCM, The Red wire is the IC control.

Pin 27 on the Red PCM connector is the IC control for #7, Check for the pin being pushed out, Corrosion, Broke wire, Missing wire.
