Sump would be a determined low point for fuel pickup. Its sort of like that but what your describing is working as a baffle for the fuel slosh.

You can also run tank foam if you don't mind losing a touch of capacity, and it requires no modding to the internal tank.

The thing is tho, internal pumps don't fail from going dry all that often since they are usually cooled better while submerged, and spend less time actually running low. They still can, but the need for a Sump is for externals. Baffles don't hurt an external, but are meant to benefit the internal pumps.
