When I've powder coated chrome I have always sandblasted. Anything less isn't enough,IMO. You want it rough.Don't worry,the powder coat will smooth it right out,but mainly it will "grip" and last...especially on a high wear part like handles. I wanted to order a second set of handles for my '90 Blazer and do them gloss black,but never did (bumpers,too). It was the '70s body style in the '90s,so black had taken over as trim color...about 85%. It was solid red w/black top,too. I did the rallye wheels (no trim rings) and the stainless vent visors and decided to stop there. The minimal chrome (where you're used to seeing it),minimal trim,and choice use of black made for a clean uncluttered look without appearing customized
