No a 168 tooth is not normal, or what you think is normal.
Most all small blocks are drilled and tapped for both starters. I have had many small blocks with straight across bolt patterns. But, not every small block will have both patterns. I suggest you wait until you see what the block you use has. A lot of the older blocks only had straight across patterns. I know this because I'm old and have changed many starters in my days.
