I understand why you disagree, maybe i wasnt clear.
The combination of the roofing material and the closed cell foam provides some of the same characterstics of MLV, but as I mentioned is not as good as true MLV.
The roofing material provides both mass to surfaces prone to vibrate, reducing the transmission of road noise, and when applied uniformly creates the type of barrier. Add closed cell foam on top of it to give further noise absorbtion and a thicker barrier, as well as, the foil backing will help with thermal transfer.
The OP was asking for a cheap solution, which I provided.
Sorry if anyone misinterpretted my comments as comparing MLV to home depot materials.
