mentioned above is buying a roller block. all 88-98 sbc's were roller provisioned wheather or not a roller cam was used. I see a lot of 88-95 tbi remained engines in the 1200 dollar range. this could be an option if buying new. and the tbi heads are made for low rpm so maybe up your alley for daily driver. anyways, just throwing out ideas
