Just looking at the pic provided, I would bet that something is wrong. It seems, from this angle that this is put together with a single bolt all the way through the shock and the tie-rod? If so, it is likely that nothing was done to accommodate the tapered hole. It is supposed to be installed with a stud that fits the taper, which also spaces the shock away from the tie-rod by 1/2"or so.
This improper bolt may be causing some of your bind.
